   ❝नालागढ़ सीट से पांच प्रत्याशी मैदान में हैं। कांग्रेस से हरदीप सिंह बावा, भाजपा से केएल ठाकुर, स्वाभिमान पार्टी से किशोरी लाल शर्मा, निर्दलीय हरप्रीत सिंह और विजय सिंह मैदान में हैैं। उधर ,हमीरपुर में तीन प्रत्याशी चुनावी मैदान में हैं। यहां मुख्य मुकाबला भाजपा और कांग्रेस के बीच में है। हमीरपुर से भाजपा के आशीष शर्मा, कांग्रेस के डॉ. पुष्पेंद्र वर्मा और निर्दलीय प्रत्याशी नंद लाल शर्मा मैदान में हैं। साल 2022 में भी कांग्रेस के डॉ. पुष्पेंद्र और आशीष शर्मा आमने-सामने थे। आशीष ने निर्दलीय चुनाव लड़ा था और जीते थे। भाजपा के प्रत्याशी नरेंद्र ठाकुर थे। इस उपचुनाव में सबसे हॉट सीट देहरा सीट है जहाँ से पांच प्रत्याशी मैदान में हैं। इनमें कांग्रेस से कमलेश ठाकुर चुनावी मैदान में है जो सीएम सुक्खू की धर्मपत्नी है जबकि  भाजपा से होशियार सिंह चुनावी मैदान में है। इसके अलावा निर्दलीय प्रत्याशी के तौर पर सुलेखा देवी, अंकेश सायल और एडवोकेट संजय शर्मा किस्मत आजमा रहे हैं। ❞

 आयकर सीमा से नीचे के सभी परिवारों को 6 महीने तक 7,500 रुपए प्रतिमाह नकद सहायता प्रदान की जाए। सभी गरीब व जरूरतमन्द लोगों को प्रति माह 10 किलोग्राम खाद्यान व इसके साथ ही दालें, खाद्य तेल, चीनी, मसाले, चाय आदि मुफ्त उपलब्ध करवाएं जाएं। बढ़े हुए किराए कम किए जाएं। बिजली व पानी की दरों में भी कमी की जाए।  मनरेगा में 120 दिन का रोजगार सुनिश्चित करते हुए तीन माह से लंबित मजदूरी का शीघ्र भुगतान किया जाए। 
शहरी क्षेत्रों के लिए भी रोजगार गारंटी कानून लाया जाए। किसानों के लिए एम.एस.पी. का कानून बनाया जाए, मजदूर विरोधी 4 श्रम सहिंताओं को निरस्त किया जाए और श्रम कानूनों को बहाल किया जाए। इस मौके पर जिला सचिव मोहित वर्मा, प्यारे लाल वर्मा, शिवानी, आर्यन, भुवन आदि मौजूद रहे।

• राजनैतिक इच्छाशक्ति नगर निगम की राह में आती रही है आड़े

• सोलन के साथ अन्याय कर धर्मशाला को  दिया गया नगर निगम का दर्जा 

आखिर सोलन को कब मिलेगा नगर निगम का दर्जा ! इसमें कोई संशय नहीं है कि सोलन प्रदेश के सबसे तेज विकसित हो रहे शहरों में शुमार है। शहर के विकास को नियोजित तरीके से रफ़्तार देने के लिए नगर परिषद् को नगर निगम में तब्दील किये जाना अत्यंत आवश्यक है। ये काम कई वर्ष पूर्व हो जाना चाहिए था लेकिन राजनैतिक इच्छाशक्ति नगर निगम की राह में आड़े आती रही है। वीरभद्र सरकार के कार्यकाल में सोलन के साथ अन्याय कर धर्मशाला को नगर निगम का दर्जा दे दिया गया। सोलन के तत्कालीन विधायक और मंत्री कर्नल धनीराम शांडिल शायद सोलन के हक़ की बात जोरशोर से नहीं रख सकें, जबकि धर्मशाला के लिए तब मंत्री रहे सुधीर शर्मा ने कोई कसर नहीं छोड़ी। भाजपा तो यही आरोप लगाती रही है। 
        खेर इस बात को करीब चार वर्ष बीत चुके है और प्रदेश में भाजपा की सरकार बने भी डेढ़ वर्ष से अधिक का समय हो गया हैं, पर सोलन वासियों को अब तक नगर निगम नहीं मिला। नगर निगम सोलन का हक़ हैं, सोलन की जनता की इस सोच का हम सम्मान करते हैं और यही कारण हैं कि फर्स्ट वर्डिक्ट ने 'नगर निगम सोलन का हक़' नाम से ख़बरों की एक विशेष श्रंखला शुरू करने का निर्णय लिया हैं। मकसद हैं नगर निगम बनाने की दिशा में अब तक हुए कार्य से आपको अवगत करवाना और आपकी आवाज़ को हुकूमत तक पहुँचाना।

जाने क्या हैं नगर निगम के मापदंड....

नगर निगम बनाने हेतु दो मुख्य मापदंड है। 

1. पहला स्थानीय निकाय की वार्षिक आय का दो करोड़ से अधिक होनी चाहिए, जो सोलन नगर परिषद् आसानी से पूरा करती है।  
2. नगर निगम बनाने के लिए शहर की आबादी 50 हज़ार होनी चाहिए। नियम के अनुसार  इसके लिए सेंसेस के आंकड़े लिए जाते हैं।  

• 2011 सेन्सस के अनुसार सोलन की आबादी ( शहरी परिसीमन ) 39256 है। आसपास की 12  पंचायतों का विलय करके 11208 की आबादी और जुटाई जा सकती है। इनमें कुछ पंचायतें पूर्ण रूप से शामिल की जानी है, जबकि कुछ का आंशिक विलय किया जाना है। यदि ऐसा किया जाए तो आबादी का मापदंड आसानी से पूरा होता हैं।
• यदि धर्मशाला की बात करें तो वहां की आबादी सिर्फ 22  हज़ार के करीब थी, किन्तु समीपवर्ती क्षेत्रों को शहरी  परिसीमन में मिलाकर 50 हज़ार आबादी का मापदंड पूरा किया गया था। सोलन की राह धर्मशाला के मुकाबले काफी आसान हैं, कमी हैं तो सिर्फ राजनैतिक इच्छाशक्ति की।  

अब तक क्या हुआ :-

• जिन पंचायतों को शहर में मिलाया जाना हैं उन्हें कभी भी एक मंच पर लाकर चर्चा नहीं की गई।
• किसी भी पंचायत की ग्राम सभा में इस हेतु कभी कोई प्रस्ताव पारित नहीं हुआ।
• जानकारी के अनुसार 2018 में नगर परिषद् ने ऐसी 8 पंचायतों को नोटिस जारी किये थे, किन्तु कुछ नहीं हुआ। नगर परिषद् अध्यक्ष देवेंद्र ठाकुर ने जानकारी दी कि हालहीं में लोकसभा चुनाव की आचार सहिंता लगने से पूर्व  कुछ पंचायतों को नोटिस ज़ारी किये गए हैं। उन्होंने बताया कि फिलहाल किसी पंचायत से कोई जवाब नहीं मिला हैं।

Budget Misses Corrective Measures for the Auto Industry- Anand
"Budget has got a lot to promote electric vehicles like reducing the GST to 5 per cent, an exemption in customs duty on parts and most importantly the Income Tax rebate on the interest component paid for loans taken for purchasing electric vehicles. However, Budget has missed some form of a stimulus package which is much required for the auto industry at this point of time," says Vishal Anand, MD of Anand Toyota. He said, rather than promoting electric vehicles the Government must promote existing automobile industry at this point of time. Increase in fuel prices will also affect the industry adversely and corrective measures are much required to give a boost to the auto industry. Anand further added, Budget is aimed at overall economic development, but it was a disappointment for the automobile industry as a whole, which is presently reeling under a downshift.

It is the Budget with a Vision - Vipul Goyal
According to Vipul Goyal, it is the Budget with a vision; it is a Budget for 130 crore Indians. The budget reflects the roadmap to achieve a target of $5 trillion economy. Goyal says, "Budget replicates the intention to improve the living standard of common people. Provisions like electricity, cooking gas for every rural household by 2022, provision for labour law reforms, construction of nearly 1,25,000 km rural roads, construction of 1.95 crore houses in rural areas by 2021,  and 10,000 new farmer producer organisations will directly benefit people, especially the rural population. 

It is a below Expectation Budget- Dinesh Verma
Dinesh Verma, Managing Director of Verma Sons Jewellers says, "Budget is not up to the expectations. Government is setting high economic growth goals, that is fine, but there is no clear blueprint to achieve it.  The macro picture seems good but how to implement the planning on the micro level is more important." "As expected the government increased the fuel prices which will add to inflation. As far as Jewellery sector is concerned an increase in import duty will adversely hit the industry. It may lead to a decrease in demand", he added.

No reduction in GST for coaching institutes- Bachchan
Mr. Anurag Bachchan, Managing Director of Dronacharya IAS Academy, Chandigarh said that Union Budget 2019-20 has the provision of Rs 400 crore for world-class higher education institutions. The finance minister also announced that the government will launch a 'Study in India' scheme to encourage International Student exchange programs. The idea is simply to attract foreign students to India. However, no reduction in GST has been announced by the Finance Minister for the coaching institutions. Presently coaching institutions fall under the category of 18 percent GST, which is unfair.  As far as the overall Budget is concerned it has more focused on boosting the rural economy, which is appreciable.

Budget will benefit the entire economy in the long run- Arora
Pharma Industrialist KD Arora, Managing Director of Instant Remedies says that it is a great decision to made PAN card and Aadhaar card interchangeable for filing tax returns. Arora said, now business establishments with annual turnover more than rupee 50 crores will need to offer low-cost digital modes of payments, it is a remarkable move by the government. He also welcomed the decision to levy corporate tax at a lower rate of 25 percent from companies with turnover up to Rs 400 crore.  KD Arora believes that budget has the vision and will benefit not just the pharma industry but the entire economy in the long run.

Truly a Jet Budget for Real Estate Sector- Mittal
'It is an amazing budget for real estate sector. Additional tax deduction of Rs 1.50 lakh on interest paid on home loans taken up to March 2020 will benefit the real estate sector in a great way," says Ashish Mittal, Managing Director of Royal Garden Premium, Chandigarh. The government has increased the tax deduction benefit against interest on home loans for affordable housing, with a value of up to Rs 45 lakhs by 75 percent, earlier it was two lakhs and now it is 3.5 lakhs, it is truly a jet move for real estate, he added. He believes that after this announcement, it is highly expected to attract fence-sitters back into the market, within the financial year 2019-20.
