हैदराबाद में एक कोरोना मरीज के शव को जेसीबी से उठाए जाने की घटना उजागर होने के बाद से सरकार पर कई सवाल उठने लगे हैं। आंध्र प्रदेश के पूर्व मुख्यमंत्री चंद्रबाबू नायडू ने अपने ट्विटर अकाउंट पर एक वीडियो पोस्ट किया है। इस वीडियो में साफ़ देखा जा सकता है कि किस तरह अमानवीय तरीके से एक मृत कोरोना मरीज के शव को जे.सी.बी से उठाकर गड्ढे में डाला गया। वीडियो के सामने आने के बाद से ही जनता में भारी रोष देखा जा रहा है। वहीँ नायडू ने भी वीडियो के केप्शन में लिखा, 'नेल्लोर में बार-बार मरीजों के साथ यह व्यवहार हो रहा है', साथ ही उन्होंने कहा है कि 'सरकार को दुखी परिवारों से माफ़ी मांगनी चाहिए।' इस पर अधिकारीयों का कहना है कि डेड बॉडी का वजन 170 kg था जिस कारण उसे इलेक्ट्रॉनिक मशीन में नहीं जलाया जा सकता था। इसके बाद सरकारी कर्मियों द्वारा मृतक क़े परिवार से इजाजत लेने पर ही डेड बॉडी को ले जाया गया।
On thursday the Nepal cable operators issued a ban on all private Indian News channels claiming that they potrayed Nepalese leadership in bad light, hurting the country's national sentiments. Only the state owned broadcaster Doordarshan will be allowed to continue beaming into Nepal. Outrage against Indian media reports in Nepal was witnessed after certain news channels put out shows that indulged in character assassination of Nepalese leaders. That programme expectedly triggered howls of protest from all sections of people cutting across political divides in Nepal. On Thursday evening Nepal's Information and Broadcasting Minister Yubaraj Khatiwada during a press interaction said, "Nepal may seek political and legal remedies and also mobilise diplomatic channels against reports of Indian media attacking Nepal's sovereignty and dignity." Hours later, the Nepal Cable TV Association announced the blacking out of all Indian private channels. Doordarshan has been excluded from this blackout.
Ushering in a new revolution in the connectivity of roads and bridges in sensitive border areas close to the International Border (IB) and Line of Control (LoC) in Jammu and Kashmir, Raksha Mantri Shri Rajnath Singh dedicated six major bridges to the nation through video conferencing. These bridges of strategic importance were completed by the Border Roads Organisation (BRO) in a record time. Raksha Mantri congratulated all ranks of BRO for completing the works of six bridges in record time and complimented them for contributing towards nation building by working in the most difficult terrain and weather conditions. He said that roads and bridges are the lifeline of any nation and play a vital role in the socio-economic development of far flung regions. Reiterating the Central Government’s commitment to prioritise development activities in J&K, he said that our Prime Minister Shri Narendra Modi is regularly monitoring the progress of these projects and adequate funds are being provided for their timely execution. Shri Rajnath Singh said, “It is a pleasant experience to inaugurate these bridges that ‘connect people’, at a time when the world is insisting on keeping distance, being isolated from each other (due to COVID-19). I would like to congratulate the Border Road Organisation on completing this important task with great skill.” Complementing BRO Raksha Mantri said, “Continued construction of roads and bridges in the border areas of the country with total commitment by BRO would help in realisation of the efforts of the Government to reach to the remotest areas. Roads are the lifeline of any nation.” Roads in the border areas are not only strategic strengths, but also act to connect remote areas with the mainstream. In this way, be it a strategic necessity of the Armed Forces or other development work related to health, education, trade, all these are possible only with connectivity, he added. Thanking the people of Jammu and Kashmir for their cooperation, Shri Rajnath Singh said, “I am sure that the construction of modern roads and bridges will bring prosperity to the region. Our government is committed to promoting infrastructure on our borders and necessary resources will be provided for this. Our government has a keen interest in the development of Jammu and Kashmir. Keeping in mind the need of the people of Jammu and Kashmir and Armed Forces, many other development works are also in the pipeline, which will be announced in due time. About 1,000 kilometre long roads are currently under construction in Jammu region.” Raksha Mantri acknowledged that over the last two years, with the use of latest technologies and state-of-the-art equipment the BRO has done cutting of over 2,200 kilometres about 4,200 kilometres of roads surfacing and about 5,800 metres of permanent bridges have been constructed. He assured that the Government has ensured that sufficient resources are provided to the BRO for the construction of strategic roads. Despite the COVID-19 epidemic, the Government will not let the resources of BRO fall short. Also, the ministry will take care of the facilities of BRO's engineers and personnel, he added. The six bridges were inaugurated in the presence of Minister of State (MoS) (Independent Charge) and MoS Prime Minister’s Office, Ministry of Personnel, Public Grievances & Pensions, Department of Atomic Energy and Department of Space Dr Jitendra Singh. Member of Parliament, Jammu Shri Jugal Kishore Sharma was present on the site through video link. The two bridges on the Tarnah Nallah in Kathua District and four bridges located on Akhnoor-Pallanwala road in Akhnoor/Jammu district have spans ranging from 30 to 300 metres and were constructed at a total cost of Rs 43 crores. These bridges constructed by Project Sampark of the BRO will facilitate movement of Armed Forces in this strategically important sector and will also contribute towards the overall economic growth of remote border areas. It is apparent that there has been a major surge in outcomes delivered by the BRO in the last few years. This is evident from the fact that BRO has executed about 30 per cent more works in the financial year (FY) 2019-20 as compared to FY 2018-19. This has happened because of adequate budgetary support from the Government and due to the effect of structural reforms and focussed/dedicated efforts by the BRO. The annual budget of the BRO that varied from Rs 3,300 crore to Rs 4,600 crore in the FY 2008-2016, saw a substantial rise to Rs 8,050 crore in FY 2019-2020. With focus of the Government in improving infrastructure in border areas, the budget for FY 2020-2021 is likely to be Rs 11,800 crore. This will give a major boost to ongoing projects and will expedite the construction of strategic roads, bridges and tunnels along our northern borders. Speaking on the occasion, Director General of BRO Lt Gen Harpal Singhunderlined the contribution of BRO to nation building and thanked the Raksha Mantri for his continuous guidance and support while expressing confidence that the BRO shall continue to strive towards meeting laid down targets in line with our overall national strategic objectives set forth by the Government. Chief of Army Staff Gen M M Naravane, Defence Secretary Dr Ajay Kumar, DG BRO Lt Gen Harpal Singh at Delhi and along with senior Army and Civil Administration officials on site were present on the occasion.
Amid the rising tensions between china and concerns over data privacy,the India Army has asked all its personnels to delete their Facebook and Instagram accounts as well as 89 apps from their phones by July 15. The army said those who do not follow the order will face strict action. These include some of the most popular apps in India, such as Facebook and Instagram, Tinder and PUBG, and also include some broad categories such as "all Tencent gaming apps," and "Private blogs", apart from Chinese apps that have already been banned by the government such as TikTok, SHAREit, and UC Browser. “Such guidelines are issued periodically. These are more significant now in the context of the current border tensions and the need to secure information,” the officials said. विश्व स्वास्थ्य संगठन (WHO) द्वारा चेतावनी जारी की गई है की दुनिया भर में कोविड-19 संक्रमण का सबसे बुरा दौर आना बाकी है। डब्ल्यूएचओ महानिदेशक डॉ. तेद्रोस गेब्रियेसस ने डब्ल्यूएचओ की नियमित प्रेससन्मार्ग में कहा है की महामारी अभी चरम पर नहीं पहुंची हैं। भले ही वैश्विक स्तर पर मौतों की संख्या कम हो रही है लेकिन वास्तव में कुछ ही देशों ने मरने वालों की संख्या कम करने में महत्वपूर्ण प्रगति की है जबकि अन्य देशों में अभी भी मौतों का आंकड़ा बढ़ रहा हैं। सप्ताहांत में 400,000 से अधिक मामले आए सामने डॉ. तेद्रोस ने जानकारी देते हुए कहा कि सप्ताह अंत में दुनिया भर में संक्रमण के 4 लाख से अधिक मामले सामने आए हैं जबकि विश्व भर में अब तक कोरोना के 1.14 करोड़ मामले सामने आ चुके हैं और 5.35 लाख से अधिक लोगों की जान गवाई है। उन्होंने कहा की महामारी के शुरुआती चरण से ही हम इस वायरस को खतरनाक कहते आए हैं। शुरुआती दिनों से ही इसे कई बार लोगों का सबसे बड़ा दुश्मन करार दिया गया है। उन्होंने बताया की इसके दो खतरनाक संयोजन हैं, पहला कि यह बहुत तेजी से फैलता है और दूसरा कि इससे मौत हो सकती है इसीलिए हम चिंतित थे और दुनिया को लगातार चेतावनी दे रहे थे। कोरोना वायरस को ‘मानवता का दुश्मन’ करार देते हुए डॉ. तेद्रोस ने कहा कि मानवता को इस वायरस से लड़ने के लिए एकजुट होना बहुत आवश्यक है। इस तरह का संक्रमण एक सदी में एक बार होता है। उन्होंने बताया की वर्ष 1918 से इस तरह की कोई महामारी नहीं देखी गई है। फिर बढ़ सकती है मृतकों की संख्या डब्ल्यूएचओ आपातकालीन स्वास्थ्य कार्यक्रम के कार्यकारी निदेशक डॉ. माइकल रयान ने चेतावनी दी है कि वैश्विक स्तर पर मौतों की संख्या फिर से बढ़ सकती है। उन्होंने कहा, ‘‘हमने जून में संक्रमितों की संख्या में तेजी देखी है हालांकि अभी तक मौतों के आंकड़ों में अधिक वद्धि नहीं हुई है। हम जानते हैं कि इसमें समय लगता है और एक अंतराल चरण होता है। हम मौत के आंकड़े फिर बढ़ते हुए देख सकते हैं।’’ डॉ. रयान ने कहा कि पिछले कुछ हफ्तों में संक्रमितों की संख्या में तेजी से वृद्धि हुई है, लेकिन मई के मध्य से मौतें स्थिर हैं। यह कुछ अंतराल कारक के कारण हो सकता है लेकिन अगर मौत के आंकड़े फिर बढऩे लगे तो आश्चर्य नहीं होना चाहिए। इसके हालांकि अन्य कारक हो सकते हैं। डॉक्टरों और नर्सों ने रोगियों का प्रबंधन करना सीख लिया है और हो सकता है कि इसके कारण मौतों में कमी आयी हो।’’
After a BJP MLA from Odisha tested positive for COVID-19, Union minister and Balasore MP Pratap Sarangi has quarantined himself at his New Delhi residence. According to Sarangi, he had attended the government function with Nilgiri MLA Nayak and the Ekadashah ritual of Balasore Sadar MLA, Madan Mohan Dutt on July 2 and 3. Taking his Twitter handle, Sarangi said that he had shared the dais with the said MLA on July 2 and 3 in a government programme and also in a condolence meeting organised to pay tribute to Ex-MLA of Balasore. “On being informed that MLA Nilagiri has been tested positive for #COVID-19. I self quarantined myself at my official residence in Delhi as per the guidelines of the Ministry of Health and Family Welfare department,” He said. Nilgiri MLA Nayak has tested positive for COVID-19 earlier on Monday. He is the first legislator in Odisha to be infected with the disease. He said he had recently attended some meetings in Bhubaneswar and Nilagiri, and the funeral of former Balasore Sadar MLA Madan Mohan Dutta. Sarangi had also attended the funeral.
पुलिस ने फरवरी 2020 में दिल्ली दंगों के मामले में अपनी जांच में पाया है कि जनवरी के महीने में ओमान और यूनाइटेड किंगडम से धन प्राप्त हुआ था। पुलिस अब यह जांचने की कोशिश कर रही है की क्या फरवरी के दंगों या सीएए के विरोध प्रदर्शन को बढ़काने के लिए फंडिंग हुए है। अपनी जांच में, पुलिस ने एक आरोपी मीरान हैदर के घर से एक डायरी / रजिस्टर बरामद किया है। इस रजिस्टर में उपद्रवियों का बहीखाता दर्ज है। रजिस्टर के साथ पुलिस ने लगभग 2.5 लाख रूपए भी बरामद किए व यह भी पता लगाया की दंगो से पहले मिरान हैदर के अकाउंट के 5 लाख रुपए ट्रांसफर हुए थे। रजिस्टर में साफ़ लिखा है की कहाँ से कितने पैसे मिले, और कहाँ कितने खर्च हुए। बाकायदा नाम के साथ सभ डिटेल्स दर्ज हैं। पुलिस ने हैंडराइटिंग की जांच के लिए रजिस्टर को फॉरेंसिक लैब भेज दिया है। इससे पहले, दिल्ली पुलिस ने पाया था कि दंगों के सिलसिले में गिरफ्तार किए गए खालिद सैफी ने मलेशिया में इस्लामिक उपदेशक जाकिर नाइक से मुलाकात की थी। दिल्ली पुलिस की रिपोर्ट के अनुसार, धन वापस सऊदी अरब और सिंगापुर में एक एनआरआई के पास भेज दिया गया है।
The Shivraj Singh Chouhan led Madhya Pradesh cabinet was extended on Thursday with the induction of 28 new ministers around three months after unseating the Kamalnath govt. Acting MP Governor Anandiben Patel administered the oath of office and secretary at the Raj Bhavan. The new ministers include 20 of cabinet rank and 8 ministers of state. The Chouhan ministry strength is now 34. Of the 28 new ministers who took oath in Raj Bhavan, 11 ministers from the Scindia camp, 9 are supporters of Jyotiraditya Scindia. Tulsi Silavat and Govind Singh are already ministers. In this way, 11 former pro-Scindia MLAs have been made ministers. With Scindia, a total of 22 former MLAs left the Congress and joined the BJP. Half of them have become ministers while some of the rest will be adjusted incorporates. Looking at the new ministers, BJP seems to be most focused on the by-election in the state. Jyotiraditya Scindia has been given the highest importance as a strategy for winning more and more seats in the by-elections, while Shivrajs' old BJP leaders have had to be satisfied with the lack of participation in the cabinet.
The Jammu and Kashmir police saved a 3 year old from getting hit by Bullets during an encounter between the security forces and terrorist in the Baramulla district, on Wednesday. The child was travelling in a Maruti Car with his grandfather from Srinagar to Handwara when it was caught in the crossfire. His grandfather was hit with a bullet and died on spot. A Jawan was also killed while three CRPF troops were injured in the encounter. The terrorist fired indiscriminately at the CRPF petrol party while the team was getting off a bus, at Sopores Model Town. The CRPF troop retaliated but they managed to escape. The area has been cordoned off and a search party has been started.
At least 4 were killed and 13 were injured in a boiler explosion at the thermal power plants in Cuddalore district of Tamilnadu, on Wednesday morning. The blast took place at the power plant at Central Government-owned NLC India Limited in Cuddalore, about 180 km from the state capital Chennai. This is the second boiler blast in the plant where another boiler has exploded. All the injured have been rushed to the nearest hospital. It is said that the boiler was not in operation and the the the incident is under investigation. Fire-fighting teams have been rushed to the rescue operations following the blast.

Pakistan has conveyed its readiness to open the Kartar Pur Sahib corridor for Sikh pilgrims on June 29. On Saturday, the foreign minister Shah Mehmood Qureshi, through his twitter handle made an announcement that Islamabad was prepared to reopen the corridor on the occasion of the death anniversary of Maharaja Ranjeet Singh. The corridor was closed on March 16 in the wake of coronavirus pandemic. “As places of worship open up across the world, Pakistan prepares to reopen the Kartarpur Sahib Corridor for all Sikh pilgrims, conveying to the Indian side our readiness to reopen the corridor on 29 June 2020, the occasion of the death anniversary of Maharaja Ranjeet Singh,” Qureshi tweeted. He further said that the Kartarpur Corridor is a true symbol of peace and religious harmony and this landmark initiative by Pakistan has been immensely appreciated by the Sikh community all over the world, including India.
INS Jalashwa arrived off Bandar Abbas, Iran on the evening of 24 Jun 20 and entered harbour on 25 Jun 20 for another mission under the Indian Navy's Op Samudra Setu. The ship embarked 687 Indian citizens after the mandatory medical and baggage screening. During the transit to Iran, the crew of INS Jalashwa undertook preparatory activities for evacuation operation which included sanitisation and preparation of living spaces for evacuees, preparation of welcome kits comprising masks and toiletries followed by allocation of bunks as per passenger manifest received from the Indian Embassy in Tehran. The ship also handed over two Air Evacuation Pods indigenously developed by the Indian Navy, to the Iranian authorities. Living spaces onboard Jalashwa have been divided into three zones, while adhering to COVID-19 precautions, withzonesearmarked for embarked personnel as well as the ship's crew that may frequently come in contact with them. The ship sailed out of Bandar Abbas late in the evening on 25 Jun 20 on completion of embarkation.

On Friday, Prime Minister Shri Narendra Modi held an All Party Meeting via video conferencing to discuss the situation in India-China border areas. Presidents of various political parties participated in the meeting. Valour of the Armed Forces Prime Minister underscored that today all of us stand united with the soldiers defending our borders and repose full faith in their courage and bravery. He added that through the All Party Meeting, he wants to assure the families of the martyrs that the entire country stands with them. At the outset, Prime Minister clarified that neither is anyone inside our territory nor is any of our post captured. He said that twenty of our brave soldiers made the supreme sacrifice for the nation in Ladakh but also taught a lesson to those who had dared to look towards our motherland. The nation will forever remember their valour and sacrifice. Prime Minister said that the entire country is hurt and angry at the steps taken by China at LAC. He assured the leaders that our armed forces are leaving no stone unturned to protect the country. Be it deployment, action or counteraction, through land, sea or air, our forces are taking the necessary steps to protect the country. He emphasized that the country today has such capability that no one can even dare look towards an inch of our land. He said that today, Indian forces are capable of moving together across sectors. While on the one hand, the army has been given the freedom to take necessary steps, India has also conveyed its position clearly to China through diplomatic means. Ramping up border infrastructure Prime Minister underscored that India wants peace and friendship, but upholding sovereignty is foremost. He highlighted that the government has given primacy to the development of border area infrastructure to make our borders more secure. Provision has also been made for fighter planes, modern helicopters, missile defence systems and other such needs of our forces. Through the recently developed infrastructure, patrolling capacity at LAC has also increased, he said, adding that through this, we are better informed about the developments at LAC and consequently are able to monitor and respond better. The movement of those which used to take place without any disruption earlier is now checked by our jawans, which at times leads to a build-up of tension. He noted that through better infrastructure, the supply of material and essentials to jawans in the difficult terrain has become comparatively easier. Prime Minister emphasized the commitment of the government to the welfare of the nation and its citizens and said that be it in trade, connectivity or counter-terrorism, the government has always stood up to outside pressure. He assured that all steps necessary for national security and construction of necessary infrastructure will continue to be taken at a fast pace. He reassured the leaders about the capability of the armed forces to defend our borders and that they have been given a free hand to take all necessary steps. Defence Minister Shri Rajnath Singh said that the nation will never forget the sacrifice of the martyrs. External Affairs Minister Dr S. Jaishankar gave an overview of agreements between India and China on border management, informed about the directions given by the Prime Minister in 2014 to give the highest priority to the development of infrastructure in border areas in the regions identified and approved by the Cabinet in 1999, and also shared details of recent developments. Leaders of political parties speak The leaders of the political parties hailed the bravery displayed by the armed forces in Ladakh. They reposed faith in the leadership of the Prime Minister in this hour of need and expressed commitment to stand united with the government. They also shared their thoughts and ideas on dealing with the situation. Ms Mamata Bannerjee said that her party stands strongly in solidarity with the government. Shri Nitish Kumar said that there should be no difference amongst the leaders and parties should not allow any disunity which can be exploited by other nations. Shri Chirag Paswan said that the country feels safe under the leadership of the Prime Minister. Shri Uddhav Thackeray lauded the Prime Minister and said that the entire country is one and with the Prime Minister. Ms Sonia Gandhi said that the leaders are still in the dark about the details and questioned the government about intelligence reports and other related matters. Shri Sharad Pawar stressed that issues of whether soldiers carried arms or not are decided by international agreements and the parties need to respect sensitivities involved in such matters. Shri Conrad Sangma said that the Prime Minister has been working on infrastructure in the Northeast and that must go on. Ms Mayawati said that this is not the time for politics and she firmly stands with the Prime Minister on whatever decisions he takes. Four Indian soldiers are in critical condition after the Indian and Chinese troops engaged in a violent face-off at the Eastern Laddakh, on Monday evening. The army, on Tuesday, confirmed that at least 20 Indian soldiers were killed in the fight at Galwan district of the eastern Ladakh, while 43 Chinese soldiers were killed or injured. On Tuesday morning, Army confirmed the death of a Colonel and two Jawans and spoke about casualties on both sides, while in the evening another statement from the Army added 17 more Jawans to the tally. It stated that the critically injured Jawans were exposed to sub-zero temperatures and succumbed to their injuries. There's been a timeline of physical skirmishes between the troops of both the countries, but this is the first clash since 1975 which has resulted in casualties.
Prime Minister Narendra Modi interacted with Chief Ministers via video conferencing to discuss the situation emerging post Unlock 1.0 and plan ahead for tackling the COVID-19 pandemic. This was the sixth such interaction of the Prime Minister with the Chief Ministers, the earlier ones had been held on 20th March, 2nd April, 11th April, 27th April, and 11th May. Timely decisions to combat the virus Prime Minister observed that timely decisions taken to combat the pandemic have been effective in containing its spread in the country. When we look back, people will remember that we have presented an example for cooperative federalism to the world, he said. We have tried to save each and every life, the Prime Minister said. He underlined that all modes of transport are now open, lakhs of migrant labourers have travelled back to their villages, thousands of Indians have returned from abroad, and even though India has a huge population, coronavirus has not assumed as life threatening a form as in the rest of the world. He said that health experts worldover are praising the discipline shown by Indians, adding that the recovery rate in the country is now over 50%. He also noted that India is amongst the nations with the least deaths due to coronavirus. Prime Minister mentioned that a big lesson is that if we remain disciplined and follow all rules, coronavirus will cause least damage. He emphasized on the importance of usage of mask/ face cover, without which no one should venture out. This is not just important for the person concerned but also for his family and community. He also talked about following the mantra of ‘do gaz doori’, washing hands with soap and using sanitizer. He forewarned that any laxity in discipline will weaken our fight against the virus. Green Shoots in Economy Prime Minister noted that with the efforts of the past few week, green shoots in the economy are visible, including rise in power consumption which was earlier falling, fertilizer sale in May this year seeing a significant increase, a healthy increase in Kharif sowing in comparison to last year, production of two wheelers increasing, digital payment in retail reaching pre lockdown level, increase in toll collection in May and bouncing back of exports. These signals are encouraging us to forge ahead. Benefits of Atmanirbhar Bharat Abhiyan Prime Minister said there is significant importance of agriculture, horticulture, fisheries and MSMEs in the participating States, provisions for which have been made under Atmanirbhar Bharat Abhiyaan. Talking about the provisions to provide timely credit to MSMEs, he said that if quick disbursal of credit to industries is ensured through Bankers Committees, these industries will be able to start working quickly while also ensuring provision of employment opportunities. Smaller factories require guidance and hand-holding, he said. He mentioned the importance of working together on value chains to give fillip to trade and industry. Specific Economic Activity Points in the states should work 24 hours a day and loading and unloading should be quickened to give further boost to economic activity. Prime Minister mentioned the benefits set to accrue to farmers through reforms in the agriculture sector, including new avenues to sell produce, increase in income which in turn would increase demand in the economy. New opportunities for North-East and tribal regions in the areas of farming and horticulture are set to be created, with opening up of new markets for organic products, bamboo products and other tribal produce. The States will also benefit from a cluster based approach for local products, he said, adding that such products should be identified at each block and district level for better processing and more effective marketing. He emphasized on the need of working together to ensure that the announcements made under Atmanirbhar Bharat Abhiyaan fructify at the earliest. Chief Ministers speak Today’s interaction was the first part of the two day interaction, and witnessed participation of States and UTs including Punjab, Assam, Kerala, Uttarakhand, Jharkhand, Chhattisgarh, Tripura, Himachal Pradesh, Chandigarh, Goa, Manipur, Nagaland, Ladakh, Puducherry, Arunachal Pradesh, Meghalaya, Mizoram, Andaman & Nicobar Islands, Dadra Nagar Haveli & Daman Diu, Sikkim and Lakshadweep. The Chief Ministers thanked the Prime Minister for his leadership during such a challenging time and uniting the country to fight for the collective fight against the virus. They provided feedback about existing health infrastructure in their states and efforts for augmentation to tackle the impact of the virus. They mentioned about the awareness campaigns being run by them, help being provided to workers who have returned home, usage of Aarogya Setu app, and kickstarting of economic activities in the states. Focus on both life and livelihood Prime Minister thanked the Chief Ministers for their views. He underscored the importance of being focussed on both life and livelihood. He said that on the one hand, health infrastructure will need to be boosted with emphasis on testing and tracing, economic activity will also need to be increased. The decisions need to be taken keeping in view both current needs and future requirements. He asked the leaders to continuously keep driving in the fact that danger of the virus is not over yet, and the need to remain vigilant while opening up the economy. Home Minister Shri Amit Shah said that while we have so far fought a successful battle against the pandemic, the road ahead is long and suggestions given by the Prime Minister regarding use of mask/face cover, maintaining do gaz doori etc should be followed by all. Earlier review of preparations Prime Minister had held a detailed meeting with senior ministers and officials on 13th June to review India’s response to Covid-19 pandemic. The meeting had reviewed the national level status and preparation in the context of the pandemic. It was observed that out of the total cases two-thirds are in 5 states with an overwhelming proportion of cases in big cities. In view of the challenges being faced, particularly by the large cities, it was discussed to augment testing as well as the number of beds and services to effectively handle the peak surge of daily cases. Prime Minister had taken cognizance of the recommendations of the Empowered Group on city- and district-wise requirements of hospital beds/isolation beds which will be required and instructed Health Ministry officials to undertake emergency planning in consultation with the States/UTs. He had also advised the Ministry to ensure suitable preparations in view of the start of the Monsoon season.
Ministry of Health & Family Welfare has asked States/UTs to proactively engage with the private healthcare providers to facilitate enhanced bed availability and critical care health facilities and to ensure fair and transparent charges for services provided. In this regard, some states like Tamil Nadu, Odisha, Maharashtra, Gujarat, Uttar Pradesh, Rajasthan, Telangana, Karnataka, and Madhya Pradesh have already taken the initiative. They have negotiated and reached an agreement with the private sector on reasonable rates and arrangements to provide critical care for in-patient COVID-19 admissions. States have also been asked to proactively engage with the private sector health providers and consider pooling in public and private healthcare facilities, as this will help in providing prompt, good quality and reasonable health care to COVID-19 patients. The testing capacity for detecting the novel Coronavirus in infected persons in the country is continuously being ramped up. The country now has the capacity to test 3 lakh samples per day. The total number of samples tested thus far is 59,21,069 with 1,54,935 samples tested in the last 24 hours. A network of 907 labs has been created in the country as on date. This includes 659 labs in the government sector and 248 in the private sector. The details are as follows: Real-Time RT PCR based testing labs: 534 (Govt: 347 + Private: 187) TrueNat based testing labs : 302 (Govt: 287 + Private: 15) CBNAAT based testing labs : 71 (Govt: 25 + Private: 46) In order to enhance the testing capacity in Delhi, each of the 11 districts shall now have assigned labs for exclusively testing the samples from the respective districts. The samples from each district are being sent to these labs to ensure timely testing and getting the results without any delay. Currently, there are 42 labs in Delhi with a per-day testing capacity of approx. 17000. The Real-Time PCR (RT-PCR) is the gold standard frontline test for diagnosis of COVID-19 and with 907 labs across the country, they can be used for strengthened testing capacity. However, these tests require specialized laboratory facilities and take at least 2-5 hours including the time and effort to transport the sample to these high-end labs. The TRUENAT and CB NAAT being portable can be and are being used in remote areas.
The 40th GST Council met under the Chairmanship of Union Finance & Corporate Affairs Minister Nirmala Sitharaman through video conferencing. The meeting was also attended by Union Minister of State for Finance & Corporate Affairs Anurag Thakur besides Finance Ministers of States & UTs and senior officers of the Ministry of Finance& States/ UTs. The GST Council has made the following recommendations on Law & Procedures changes. Measures for Trade facilitation: Reduction in Late Fee for past Returns: As a measure to clean up pendency in return filing, the late fee for non-furnishing FORM GSTR-3B for the tax period from July 2017 to January 2020 has been reduced/waived as under: - ‘NIL’ late fee if there is no tax liability; Maximum late fee capped at Rs. 500/- per return if there is any tax liability. The reduced rate of the late fee would apply for all the GSTR-3B returns furnished between 01.07.2020 to 30.09.2020 Further relief for small taxpayers for late filing of returns for February, March & April 2020 Tax periods: For small taxpayers (aggregate turnover up to Rs. 5 crores), for the supplies effected in the month of February, March and April 2020, the rate of interest for late furnishing of return for the said months beyond specified dates (staggered up to 6th July 2020) is reduced from 18% per annum to 9% per annum till 30.09.2020. In other words, for these months, small taxpayers will not be charged any interest till the notified dates for relief (staggered up to 6th July 2020)and thereafter 9% interest will be charged till 30.09.2020. Relief for small taxpayers for subsequent tax periods (May, June & July 2020): In wake of COVID-19 pandemic, for taxpayers having aggregate turnover up to Rs. 5 crore, further relief provided by waiver of late fees and interest if the returns in FORM GSTR-3B for the supplies effected in the months of May, June and July 2020 are furnished by September 2020 (staggered dates to be notified). One time extension in period for seeking revocation of cancellation of registration: To facilitate taxpayers who could not get their cancelled GST registrations restored in time, an opportunity is being provided for filing of an application for revocation of cancellation of registration up to 30.09.2020, in all cases where registrations have been cancelled till 12.06.2020. Certain clauses of the Finance Act, 2020 amending CGST Act 2017 and IGST Act, 2017 to be brought into force from 30.06.2020.
Amid the standoff between India and China, in the Ladakh sector, the Chief of Indian Army General MM Naravane, on Saturday said that the situation along the border with China is under control. He added that both the Nations are engaging in healthy conversation and that all perceived differences that we have will be set to rest. "I would like to assure everyone that the entire situation along our borders with China is under control. We're having a series of talks which started with Corps Commander level and has been followed up with meetings at local levels between commanders of equivalent ranks," General Naravane quoted while speaking to the media. "As a result, a lot of disengagement has taken place and we are hopeful that through the continued dialogue we're having, all perceived differences that we (India and China) have will be set to rest. Everything is under control," the General added. On Friday both the countries held Major-General level topics to discuss and resolve the ongoing dispute in the Eastern Ladakh. This was the fifth round of talks since the reports of incursion by Chinese helicopters in Ladakh’s Pangong Lake region in early May lead to an escalation of tension. A week ago Military level talks were held between Indian and Chinese, Lieu and Major Generals at Moldo opposite Chushul, after which both the troops had begun mutual disengagement. Both the troops had pulled back by 2 to 2.5 kilometers from their standoff position.
On Wednesday, the Lieutenant Governor of Delhi, Anil Baijal, has said that all the major hospitals nursing homes and clinics will have to display the availability of COVID 19 and non covid beds on LED boards in large letters outside their establishment. Along with the beds available the establishment will also have to show the charges that need to be incurred for the rooms bits and details of contact person for admission. Disturb came in order to increase transparency and to facilitate the public admist world wide pandemic. The Health Department is also advised to ensure the credibility of the data. The data available on the screen has to be the concerned with the one on the government app/portal. Further, the Delhi Disaster Management Authority may conduct surprise checks in order to ensure that the data being displayed is correct and no genuine patient is denied or overcharged. An action taken report may be sent urgently.
The Ministry of Health and Family Welfare has issued an order to all Health Care Organizations (HCOs) empanelled under CGHS, after reviewing the representations from CGHS beneficiaries regarding the difficulties in availing of treatment facilities at private hospitals / Diagnostic Centres empanelled under CGHS. As per the Ministry order, all CGHS empanelled hospitals, which are notified as COVID-Hospitals by State Governments shall provide treatment facilities to CGHS beneficiaries as per the CGHS norms, for all COVID related treatments. Similarly, it is directed that all the CGHS empanelled hospitals, which are not notified as COVID Hospitals shall not deny treatment facilities / admission to CGHS beneficiaries and shall charge as per CGHS norms, for all other treatments. Action shall be taken in case of violation of the guidelines.
Prime Minister conducted a review of the Kedarnath Dham development and reconstruction project with the Uttarakhand state government via video conferencing. Laying out his vision for the reconstruction of the shrine, Prime Minister said that the state Government should envision and design development projects for holy sites like Kedarnath and Badrinath in a way and manner that stands the test of time and is yet eco-friendly and in harmony with nature and its surroundings. Keeping in mind the present situation and comparatively lean pressure in terms of tourists and pilgrims to the holy sites, Prime Minister suggested that the present construction season could be utilized for completing pending works by proper distribution of labour pools, keeping in mind the norms of social distancing. This will help to create facilities and infrastructure to better sustain tourism flows in the years to come. As part of specific suggestions, Prime Minister also gave directions for further development of other heritage and religious spots in the stretch extending from Ramban to Kedarnath. This work will be in addition to the re-development of the main shrine in Kedarnath. The meeting also saw detailed discussions on topics related to status of development of Brahma Kamal vatika (garden) and museum to greet pilgrimsen-route to Vasuki Taal, re-development of old town quarters and properties of historical significance keeping in-tact their original architectural façade as well as other facilities like eco-friendly parking spaces at a proper distance from the shrine and at regular intervals. Chief Minister of Uttarakhand Sh. Trivendra Singh Rawat and other senior officials also participated in the discussions.
In an encounter, in the Sugoo Hendhama area of Kashmir’s Shopian District the security forces eliminated three terrorists. This was the third major encounter in the district in less than a week. So far, the security forces have eliminated 18 terrorists in the month of June. Inspector General of Police Kashmir Zone Vijay Kumar (IPS) has confirmed the case. He said that three terrorists have been killed in the operation. However, their identities are yet to be ascertained. It is pertinent that a total of 12 terrorists have been killed in the Shopian District since June 7, which includes 2 commanders. While the number of terrorists killed since January is 104, of which 53 have been killed since March. Meanwhile mobile internet has been suspended in the Shopian district for precautionary measures.
मंगलवार, सुप्रीम कोर्ट ने प्रवासी मज़दूरों को लेकर एक बड़ा फैसला सुनाया है। उन्होंने केंद्र व राज्य सरकार को आदेश दिए हैं की जो भी प्रवासी मज़दूर अपने घर लौटना चाहते हैं उन्हें 15 दिनों के अंदर वापिस भेज दिया जाए। उन्होंने यह भी कहा है की यदि राज्य सरकार की तरफ से श्रमिक ट्रेन की मांग होती है तो उसे 24 घंटे के भीतर मुहैया करवाना रेलवे मिनिस्ट्री की जिम्मेदारी होगी। उन्होंने राज्य को राज्य सहायता केंद्र बनाने के आदेश दिए है, जिससे वापिस लौटे मजदूरों को रोजगार पाने में दिक्कत न हो। यह केंद्र वापिस लौटे मजदूरों की जानकारी को रजिस्टर करेंगे व उन्हें रोजगार मुहैया करवाएंगे। साथ ही राज्यों को काउंसलिंग सेंटर्स स्थापित करने के भी आदेश दिए गए है। यह कॉउंसलिंग सेंटर घर वापिस जाने के इच्छुक मजदूरों की मदद के लिए स्थापित किए जाएं। सुप्रीम कोर्ट ने मजदूरों को रोजगार देने के लिए योजना तैयार करने के भी आदेश दिए हैं। साथ ही लॉक डाउन में मजदूरों पर हुए मुकद्दमों को भी वापिस लेने पर विचार करने को कहा गया है। गौर है की देश में लॉकडाउन 1 लगने के बाद से ही कई श्रमिक अपने प्रवास की तरफ कूच कर रहे हैं। उन्हें अपने रोज़गार की चिंता सताए जा रही है। ऐसे में कई श्रमिक पैदल ही अपने घरों को लौट रहे थे। श्रमिक ट्रेनों की सुविधा मिलने के बाद भी कई दिक्कतों की वजह से यह सिलसिला जारी रहा। ऐसे में सुप्रीम कोर्ट का फैसला श्रमिकों के लिए राहत की खबर लाया है।
कोरोना के बढ़ते कदमों ने अब दिल्ली के सीएम अरविंद केजरीवाल को भी लपेटे में ले लिया है। बता दें कि रविवार को सीएम अरविंद केजरीवाल बुखार और गले में खराश जैसे लक्षणों से जूझ रहे थे जिसके बाद उन्होंने खुद को होम आइसोलेट कर दिया था। मंगलवार सुबह उनका सैंपल लेकर कोरोना टेस्ट के लिए भेज दिया गया है। उनकी रिपोर्ट शाम तक आने की उम्मीद है। बता दें कि केजरीवाल डायबिटीज के भी मरीज हैं इसलिए खास तौर पर एहतियात बरती जा रही है। खतरा इसलिए भी ज्यादा है क्योंकि दिल्ली सचिवालय में पहले भी कोरोना के मामले सामने आ चुके हैं। डीडीएमए, स्वास्थ्य विभाग और जनरल एडमिनिस्ट्रेशन डिपार्टमेंट के अधिकारियों को कोरोना हो चुका है।
The Union HRD Minister Ramesh Pokhriyal Nishank, in an interview said that the schools are likely to reopen after August 15. He indicated that the CBSE result 2020 will be out till August 15 and CBSE schools may open after that. He answered all the queries of the students across India. The Minister answered basic issues related to CBSE Board Exams, University final exams, reopening of schools, governments plan for an e-commerce JEE ans NEET exams. The Minister said that the students are experiencing problems in travelling and reaching centres of CBSE board exam, the students can inform their respective schools about their location the school in turn will inform the Board about the location. Thus a child would be able to reach the nearest Centre to appear for exams that are to be conducted in July. As for the safety of students during exams the Union Minister said that government will see observe and then continue to conduct exams. He also said that the guidelines issued by MHA and Health Ministry will be strictly followed by the Education Ministry. About reopening the schools he said that Centre is regularly in talk with State Education Ministers. Schools in the state would have to follow all that nice issued by MHA. As for the delayed entrance examinations, he said, the government is trying it's best to ensure that the students do not lose a year over pandemic and have decided to conduct the entrance exams maintaining all social norms at the centers. To deal with such problems the numbers of centres have been increased. The JEE Main 2020 admit card and NEET admit card will also be released in July.
Kannada Actor Chiranjeevi Sarja died at a Bengaluru hospital on Sunday at the age of 39. He died due to cardiac arrest. According to the early media reports, he had no heart ailments. However the actor complained of restlessness after which he was rushed to the private hospital. Though the doctors tried to revive him, the film star had already suffered a cardiac arrest by then. After his death a huge crowd was seen outside the hospital. His sudden demise has left the Kannada industry shocked with many celebrities mourning his loss. "Shocked at the sudden demise of Kannada actor Chiranjeevi Sarja. He's just 39 years old. My condolences to the Sarja family. Rest in peace, Chiru." tweeted Allu Sirish, he was the first celebrity to pay condolences to the actor. "My first co-star, an amazing human being, the boy with the sweetest smile and the nicest heart. I still can't believe you've left us, Chiru. My heart aches and cries as I think about you. Rest in peace Chiru!” Kriti Kharbanda, who shared screen space with the actor in the 2010 film Chiru, tweeted.
With an addition of 9,983 new Covid-19 cases in the past 24 hours, the Covid count in India has gone past 2.56 lakh-mark on Monday morning. According to the health ministry's figures at 8 am, there were 2,56,611 coronavirus infections in the country including 1,25,381 active cases, 1,24,094 cured /discharged patients and 7,135 deaths. Maharashtra saw over 3,000 cases in a day for the second time since the outbreak. Tamil Nadu, Jammu & Kashmir and West Bengal also recorded their highest single-day jump in COVID-19 cases on Sunday. Coronavirus claimed 206 lives in last 24 hours.

Union Ministry of Home Affairs (MHA) issued new guidelines to fight COVID-19 and for phased re-opening of areas outside the Containment Zones. The guidelines would come into effect from June 1, 2020 and would be effective till June 30, 2020. The current phase of re-opening, Unlock 1, will have an economic focus. The new guidelines have been issued based on extensive consultations held with States and UTs. A strict lockdown was imposed throughout the country since March 24, 2020. All activities were prohibited except essential activities. Subsequently, in a graded manner and keeping the overarching objective of containing the spread of COVID-19 in view, the lockdown measures have been relaxed. Salient features of the new guidelines Lockdown measures would continue to be implemented strictly in the containment zones. These will be demarcated by the State/ UT Governments, after taking into consideration the guidelines issued by the Health Ministry. Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed. All activities that were prohibited earlier would be opened up in areas outside Containment Zones in a phased manner, with the stipulation of following Standard Operating Procedures (SOPs), to be prescribed by the Health Ministry: Phase I (permitted to open from June 8, 2020) Religious places and places of worship for public; Hotels, restaurants and other hospitality services; and Shopping malls. Health Ministry would issue SOPs for the above activities, in consultation with the Central Ministries/ Departments concerned and other stakeholders, for ensuring social distancing and to contain the spread of COVID-19. Phase II Schools, colleges, educational/ training/ coaching institutions etc., will be opened after consultations with States and UTs. State Governments/ UT administrations are being advised to hold consultations at the institution level with parents and other stakeholders. Based on the feedback, a decision on the re-opening of these institutions will be taken in the month of July, 2020. MoHFW will prepare SOP for these institutions. Limited number of activities to remain prohibited throughout the country International air travel of passengers; Operation of Metro Rail; Cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places; and, Social/ political/ sports/ entertainment/ academic/ cultural/ religious functions/ and other large congregations. Dates for the opening of above activities would be decided in Phase III, based on assessment of the situation. Unrestricted Movement of Persons and Goods No restriction on inter-State and intra-State movement of persons and goods. No separate permission/ approval/ e-permit would be required for such movements. However, if a State/ UT, based on reasons of public health and its assessment of the situation, proposes to regulate movement of persons, it would give wide publicity in advance regarding the restrictions to be placed on such movement, and the related procedures to be followed. Night curfew would continue to remain in force, on the movement of individuals, for all non-essential activities. However, the revised timings of the curfew will be from 9 pm to 5 am. National Directives for COVID-19 management would continue to be followed throughout the country, with a view to ensure social distancing. States to decide on activities outside Containment Zones States and UTs, based on their assessment of the situation, may prohibit certain activities outside the Containment zones or impose such restrictions, as deemed necessary. Protection for vulnerable persons Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes. Use of Aarogya Setu The Aarogya Setu mobile application is a powerful tool built by Government of India to facilitate quick identification of persons infected by COVID-19, or at risk of being infected, thus acting as a shield for individuals and the community. With a view to ensure safety, various authorities are advised to encourage the use of the application.

Cabinet Secretary held a meeting with Municipal Commissioners, District Magistrates of 13 COVID-19 hit cities to take a review of the situation. Chief Secretaries of all States and Union Territories concerned attended the meeting. The meeting bears significance as these 13 cities are considered to be the worst Coronavirus affected locations and constitute about 70 per cent of the positive cases in the country. The 13 focus cities are Mumbai, Chennai, Delhi / New Delhi, Ahmedabad, Thane, Pune, Hyderabad, Kolkata / Howrah, Indore (Madhya Pradesh), Jaipur, Jodhpur, Chengalpattu and Thiruvallur (Tamil Nadu). The measures taken by the officials and the staff of the municipal corporations for the management of COVID-19 cases were reviewed in the meeting. The central government has already issued guidelines on management of COVID-19 in urban settlements. Highlights of this strategy include work on high risk factors, indices such as confirmation rate, fatality rate, doubling rate, tests per million people etc. Centre has stressed that containment zones are to be geographically defined based on factors like mapping of cases and contacts and their geographical dispersion. This would enable in demarcating a well defined perimeter and enforcing the strict protocol of lockdown. Municipal corporations can decide if residential colonies, mohallas, municipal wards or police-station areas, municipal zones, towns can be designated as containment zones, as required. The cities were advised that the area should be appropriately defined by the district administration and local urban body with technical inputs from local level.
कोरोना वायरस के चलते जहां सभी की जेबें खाली पड़ी है वहीं, अब पेट्रोल डीजल के भाव बढ़ने वाले है। राज्य सरकार कमाई बढ़ाने के लिए पेट्रोल-डीजल पर वैट बढ़ाने जा रही है। हाल ही में दिल्ली, यूपी, नागालैंड, असम, झारखंड और बिहार समेत कई राज्य सरकार ने तेल पर वैट बढ़ाया था। अब इन राज्यों के बाद अब मिजोरम सरकार ने भी तेल पर वैट बढ़ाने का निर्णय लिया है। देश की राजधानी समेत आज भी सभी महानगरों में तेल के भाव जस के तस बने हुए हैं। आपको हम बता दें, मिजोरम सरकार ने एक जून से पेट्रोल पर 5 फीसदी और डीजल पर 2.5 फीसदी वैट बढ़ाने की घोषणा कर दी है। राज्य के वित्त मंत्री लालचमलिना ने इस बात की जानकारी देते हुए कहा कि मुख्यमंत्री जोरामथंगा की अध्यक्षता में हुई मंत्री परिषद की बैठक में यह फैसला लिया गया है। अब पेट्रोल पर 20 फीसदी की जगह 25 फीसदी और डीजल पर 12 फीसदी की जगह 14.5 फीसदी वैट वसूला जाएगा। इस के अलावा, 1 जून से राज्य में डीजल की नई कीमत 60.49 रुपए से बढ़कर 62 रुपए प्रति लीटर हो जाएगी। वहीं पेट्रोल की नई कीमत 66.54 रुपए से बढ़कर 69.87 रुपए प्रति लीटर हो जाएगी। प्रदेश के वित्त मंत्री ने कहा कि जीएसटी से होने वाली आय भी काफी घट गई है। मार्च में 48 करोड़ रुपए की आय हुई थी, वहीं अप्रैल में यह केवल 14 करोड़ रुपए रह गई। अगर सरकार ये कदम न उठाती तो राज्य को भारी आर्थिक परेशानी का सामना करना पड़ता।
Union Minister of Finance & Corporate Affairs Smt. Nirmala Sitharaman attended the Special Board of Governors meeting of the New Development Bank (NDB) through video-conference on Wedneday. The agenda included the election of next President of NDB, appointment of Vice-President and Chief Risk Officer and membership expansion. In her opening remarks, the Finance Minister commended the contribution of NDB in funding the infrastructure development, which has positively impacted the development agenda of the member countries, including India. Within a short span of time, NDB has approved 55 projects of member countries for an amount of $16.6 billion, which is quite a remarkable achievement. Smt. Sitharaman also mentioned that the Bank has successfully created a niche for itself and proudly stands shoulder to shoulder with the peer MDBs. The Finance Minister appreciated Mr. K. V Kamath, the outgoing President of NDB for his stellar stewardship in very quickly giving shape to the vision stated by the BRICS Leaders in 2014. The swift response to COVID-19 through launch of the COVID-19 Emergency Programme Loan product will be remembered as one of his contributions. Finance Minister congratulated newly-elected President Mr. Marcos Troyjo from Brazil and newly-appointed Vice President and CRO, Mr Anil Kishora from India. While congratulating them, Smt. Sitharaman remarked that she has great expectations from new leadership in continuing this momentum forward and taking NDB to the next level in terms of lending performance to members, transparency, international credibility and effectively achieving the NDB mandate. She suggested that, the focus should also be given to achieve the twin objective of preserving BRICS values and growing NDB into a global development institution.
The Government has notified N-95 Masks as an essential commodity under Essential Commodities Act, 1955 by the Government vide Notification dated 13th March 2020. Thus, hoarding, black-marketing of the essential commodity is punishable offence under the Act. To keep check on the hoarding, black-marketing of the essential commodity, NPPA in exercise of the powers conferred under National Disaster Management Act, 2005 had directed all States/ UT Governments to ensure sufficient availability of surgical and protective Masks, Hand Sanitizers and Gloves at prices not exceeding the Maximum Retail Price printed on the pack size vide Orders dated 13th March 2020. Grievances have been received regarding hoarding, black-marketing and differential higher pricing of N-95 Masks in the country. In this context, NPPA has directed State Drug Controllers/Food & Drug Administrations of all State/ UT Governments to take appropriate actions. As reported, raids have been conducted by few SDCs/ FDAs and appropriate action is being taken against the hoarders and black-marketers of the essential commodity. A PIL has also been filed before Hon’ble High Court of Bombay on the plea of bringing price cap on the N-95 Masks by the Government. The Government is striving to ensure uninterrupted supply of N-95 Masks in adequate quantity in the country. For this, the Government is procuring largest chunk of the N-95 Masks directly from the manufacturers/ importers/ suppliers at bulk rates. To address the issue of higher prices of the N-95 Masks, NPPA intervened to bring down the prices. In this regard, in order to ensure availability of N-95 Masks at affordable prices in the country, NPPA issued an Advisory on 21st May 2020 to all the manufacturers/ importers/ suppliers of the N-95 Masks to maintain parity in prices for non-government procurements and to make available the same at reasonable prices. Further, NPPA submitted before Hon’ble High Court of Bombay on the plea of bringing price cap on the N-95 Masks that looking to the mismatch in the demand-supply of N-95 Masks in the country, NPPA advised manufacturers/ importers/ suppliers to bring down the prices voluntarily. Meanwhile NPPA denies the news item appeared in the Times of India today alleging that NPPA approvingly cited a price that is more than three times the government procurement rate for the masks. The Government procurement rate quoted in the news clipping is fallacious, deceptive and misleading. After issuing such an Advisory, major manufacturers/ importers of N-95 Masks have reduced their prices significantly up to 47% leading to availability of N-95 Masks in the country at affordable prices. As reported by the other manufacturers/ importers of N-95 Masks, it is expected that other manufacturers/ importers will follow the advice of the Government and roll down the prices in the larger public interest
Health Ministry has issued guidelines for international arrivals for international flight arrivals in airports across the country, as part of the central government's initiative to gradually resume air travel in the wake of coronavirus outbreak. Specifying guidelines for the international arrivals, the ministry said that before boarding, all the travelers would have to give an undertaking that they would stick to the above rule to ensure least chances of transmission. The new guidelines include instructions for a 14-day mandatory quarantine period, 7 days institutional quarantine at own cost, followed by 7 days of home isolation. Exceptions will be given in a few cases — human distress, pregnancy, death in family, serious illness and parents accompanied by children below 10 years of age. They will be asked to self-isolate at home for 14 days. According to the new guidelines: i. Before boarding, all travellers shall give an undertaking that they would undergo mandatory quarantine for 14 days - 7 days paid institutional quarantine at their own cost, followed by 7 days isolation at home with self-monitoring of health. ii. Only for exceptional and compelling reasons such as cases of human distress, pregnancy, death in family, serious illness and parent(s) accompanied by children below 10 years, as assessed by the receiving states, home quarantine may be permitted for 14 days. Use of Aarogya Setu app shall be mandatory in such cases. iii. Dos and Don'ts shall be provided along with ticket to the travelers by the agencies concerned. iv. All passengers shall be advised to download Arogya Setu app on their mobile devices. v. At the time of boarding the flight/ ship, only asymptomatic travelers will be allowed to board after thermal screening. vi. Passengers arriving through the land borders will also have to undergo the same protocol as above, and only those who are asymptomatic will be enabled to cross the border into India. vii. Self-declaration form in duplicate shall be filled by the person in the flight/ship and a copy of the same will be given to Health and Immigration officials present at the airport/ seaport/ Iandport. The form may also be made available on Aarogya Setu app. viii. Suitable precautionary measures such as environmental sanitation and disinfection shall be ensured at the airports as well as within the flights. ix. During boarding and at the airports, all possible measures to ensure social distancing to be ensured. x. Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports/port and in flights/ships and during transit. xi. While on board the flight/ ship, required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene etc. are to be observed by airline/ ship staff, crew and all passengers. xii. On arrival, thermal screening would be carried out in respect of all the passengers by the Health officials present at the airport/ seaport/ Iandport. xiii. The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol. xiv. The remaining passengers shall be taken to suitable institutional quarantine facilities, to be arranged by the respective State/ UT Governments. xv. These passengers shall be kept under institutional quarantine for a minimum period of 7 days. They shall be tested as per ICMR protocol. If they test positive, they shall be assessed clinically. a. If they are assessed as mild cases, they will be allowed home isolation or isolated in the Covid Care Centre (both public & private facilities) as appropriate. b. Those having moderate or severe symptoms will be admitted to dedicated COVID Health facilities and managed accordingly. If found negative, they shall be advised to further isolate themselves at home and self-monitor their health for 7 days. xvi. In case, any symptoms develop they shall inform the district surveillance officer or the State/national call center (1075).
Karnataka government on Sunday imposed a complete lockdown till Monday morning. Various places in Karnataka wore a deserted look on Sunday. This state decided to impose a complete lockdown in the state to contain the virus and said that all shops will remain closed till 7:00 a.m. on May 25. Places including Shivajinagar, Hubli, Gadag, Shimoga and Kalaburagi witnessed fewer crowds on Sunday. Reports said all commercial establishments, including Karnataka State Road Transport Corporation bus terminal, remained closed. The people showed great support for this step taken by the state government and remained at their respective home. Other than a few people on streets everyone else remained at their home. The people said that this was a great move by the State Government and is in public interest. Dakshina Kannada also witnessed complete lockdown in the district. Masjid's remained closed and people celebrated Eid in their homes.
केंद्रीय गृह मंत्रालय (एमएचए) ने कोविड-19 के मद्देनजर लगाई गई वीजा और यात्रा पाबंदियों में ढील देते हुए विदेश में फंसे कुछ श्रेणियों के ओसीआई (भारत के प्रवासी नागरिक) कार्डधारकों को भारत वापस आने की अनुमति दे दी है। विदेश में फंसे निम्नलिखित श्रेणियों के ओसीआई कार्डधारकों को भारत आने की अनुमति दी गई है: ऐसे छोटे बच्चे, जिनका जन्म विदेश में भारतीय नागरिकों के यहां हुआ है और जो ओसीआई कार्ड धारक हैं। ऐसे ओसीआई कार्डधारक जो परिवार में मृत्यु जैसी आपात स्थितियों के कारण भारत आना चाहते हैं। ऐसे जोड़े जिनमें से एक यानी पति या पत्नी ओसीआई कार्डधारक है एवं दूसरा भारतीय नागरिक है और उनका भारत में एक स्थायी निवास है। विश्वविद्यालयों के ऐसे विद्यार्थी जो ओसीआई कार्डधारक हैं (कानूनी रूप से नाबालिग नहीं हैं), लेकिन जिनके माता-पिता भारत में रहने वाले भारतीय नागरिक हैं। गृह मंत्रालय द्वारा इससे पहले 07.05.2020 को लगाई गई यात्रा संबंधी पाबंदियां विदेश में फंसे उपर्युक्त श्रेणियों के ओसीआई कार्डधारकों को स्वदेश वापस लाने के लिए तैनात या निर्दिष्ट किए गए किसी भी विमान, जहाज, ट्रेन या किसी अन्य वाहन पर लागू नहीं होंगी। गृह मंत्रालय द्वारा 07.05.2020 को निर्दिष्ट किए गए अन्य सभी नियम-शर्तें आगे भी लागू रहेंगे।

Accompanied bythe Governor of West Bengal Shri Jagdeep Dhankharand Chief Minister Ms. Mamata Banerjee, Prime Ministerundertook an aerial survey of the cyclone affected districts of West Bengal. Thereafter, Prime Minister chaired a meeting of all the senior officers of the State and Central Governments to review the relief and rehabilitation measures being undertaken in West Bengal. He announced a financial assistance of Rs. 1,000 crore, for immediate relief activities, to the State of West Bengal. After receiving Memorandum of Assistance from the State, Union Government will deploy an Inter-Ministerial Team to visit the state to assess the extent of damage in the State, based on which further assistance will be given. Prime Minister expressed his complete solidarity with the people of West Bengal and expressed deep sorrow to the families who have lost their kin during the calamity. He announced an ex-gratia of Rs. 2 lakh to the next of kin of the deceased and Rs. 50,000 to the seriously injured in the cyclone in the State. Prime Minister assured the people of the State that the Union Government would closely work with the State Government at this difficult time, extend all possible assistance for restoration and rebuilding of the infrastructure in the affected areas. This was the second visit of the Prime Minister to the state of West Bengal this year, which is the only state apart from Uttar Pradesh, where he has had multiple visits this year. Prime Minister had earlier this year visited West Bengal on 11-12 January whereby he had attended the 150th Anniversary celebrations of Kolkata Port Trust, dedicated to the nation four refurbished heritage buildings in Kolkata and had also visited Belur Math. स्पेशल ट्रेन और बसों के चलने के बाद भी प्रवासी मजदूर अपने घरों को जाने के लिए जोखिम भरे कदम उठा रहे हैं। हरियाणा से उत्तर प्रदेश जाने के लिए पिछले दो हफ्तों में करीब 2000 मजदूर, जिसमें महिलाएं व बच्चे भी शामिल है, ने रात के अंधेरे में यमुना को पार किया है। यह मजदूर यमुना पार करने के लिए एक रबड़ ट्यूब का इस्तेमाल कर रहे हैं। उत्तर प्रदेश के पुलिस अधिकारी के मुताबिक जिस टूटी फूटी ट्यूब में बैठकर यह लोग नदी पार करते हैं वह इतनी खस्ता हालत में है कि कभी भी फट सकती है। यह लोग अपनी और अपने परिवार की जान जोखिम में डालकर नदी पार कर रहे हैं। उनका कहना है कि रोज़ाना बाहर से आने वाले प्रवासी मजदूरों की संख्या 12000 से 15000 है जिनमें से 70 फ़ीसदी लोग अधिकारिक माध्यमों से बसों में से आते हैं। हरियाणा से इन मजदूरों को लाने के लिए 150 से 200 बसें रोज़ाना भेजी जा रही हैं। तो वहीं अन्य बचे लोग नदियों व जंगल के रास्ते से सहारनपुर की ओर आ रहे हैं। गैरकानूनी तरीकों से नदी पार करवाने वालों को पुलिस गिरफ्तार कर रही है। अधिकारियों का कहना है कि सहारनपुर मैं बस उन्हीं प्रवासी मजदूरों को प्रवेश मिल रहा है जिन्हें हरियाणा सरकार की ओर से जांच कर बैठाया जा रहा है। उन्होंने ने बताया कि हजारों लोग ऐसे हैं जो जरूरी प्रक्रिया से वंचित हैं और किसी भी माध्यम से सीमा पार कर सहारनपुर आ रहे हैं। सहारनपुर तीन राज्य, हरियाणा, उत्तर प्रदेश और उत्तराखंड की सीमाओं से सटा है। लॉकडाउन के बाद से सहारनपुर में सबसे ज्यादा प्रवासी मजदूर आ रहे हैं।
लॉक डाउन 4.0 में छूट मिलने के बाद दिल्ली में जाम लगने का सिलसिला शुरू हो गया है। यह सिलसिला शुक्रवार को भी जारी रहा। बताया जा रहा है कि दिल्ली के सीमावर्ती इलाकों में कई जगहों पर जाम लगने से लोगों को जूझना पड़ रहा है। दिल्ली की सड़कें जो रात के समय सोनी रहती है उन पर सुबह से लेकर देर शाम तक जाम से कर्राह रहीं हैं। हालात यू है कि 1 किलोमीटर का सफर तय करने के लिए भी लोगों को एक से डेढ़ घंटे तक का समय लग रहा है। कन्टेनमेंट व बफर जोन के अतिरिक्त दिल्ली सरकार ने अन्य सभी इलाकों को भारी रियायत दी हैं। इसके बाद से ही लगातार दिल्ली सीमा से यूपी और हरियाणा जाने वाली सड़कों पर लगातार जाम की समस्या सामने आ रही है। दिल्ली से नोएडा जाने वाले कई वाहन कालिंदी कुंज और डीएनडी के रास्ते से नोएडा में प्रवेश करने का प्रयास कर रहे हैं लेकिन नोएडा पुलिस केवल पास धारकों और आवश्यक सेवाओं से जुड़े लोगों को ही प्रवेश करने की अनुमति दे रही है। वही फरीदाबाद सीमा में वाहनों की चेकिंग के चलते लंबी कतारें लग जाती हैं। पुलिस की जगह-जगह बैरिकेडिंग की वजह से पूरे एनसीआर में अक्सर जाम लग रहा है। बसों में यात्रियों की संख्या नियमित करने की वजह से भी लोगों को काफी परेशानियों का सामना करना पड़ रहा है। एक तरफ कड़कती धूप तो दूसरी तरफ बसों का इंतजार। लोगों को घंटों बसों का इंतजार करना पड़ता है और जब बस आ भी जाती हैं तो यात्रियों की संख्या पूरी होने पर उन्हें फिर इंतजार में बैठना पड़ता है। लोग बस स्टॉप पर ना तो शारीरिक दूरी का पालन कर रहे है, ना ही कतार में इंतजार कर रहे हैं। लोग जबरदस्ती बसों में घुसने के प्रयास करते हैं, जिस वजह से उन्हें जबरन बस से उतारा भी जा रहा है।
केंद्रीय स्वास्थ्य मंत्री डॉ. हर्षवर्धन 22 मई को विश्व स्वास्थ्य संगठन के कार्यकारी बोर्ड अध्यक्ष का कार्यभार संभालेंगे। कोरोना वायरस से लड़ाई में केंद्रीय स्वास्थ्य मंत्री डॉक्टर हर्ष वर्धन सबसे आगे बढ़कर मोर्चा सँभालने वालों में से हैं। वे जापान के डॉ. हिरोकी नकतानी की जगह लेंगे। इस वैश्विक मंच पर भारत के प्रतिनिधित्व के प्रस्ताव पर मंगलवार को विश्व स्वास्थ्य असेंबली के 194 देशों ने हस्ताक्षर किए हैं। पिछले साल दक्षिण पूर्व एशिया ग्रुप ने यह फैसला कर लिया था कि इस बार बोर्ड चेयरमैन का चयन भारत की ओर से होगा। सूत्रों के मुताबिक हर्ष वर्धन 22 मई को यह पद संभालेंगे। यह पद हर साल बदलता रहता है और पिछले साल यह निर्णय हुआ था कि पहले साल भारत इस बोर्ड का प्रतिनिधित्व करेगा। हर्षवर्धन एग्जीक्यूटिव बोर्ड की मीटिंग की अध्यक्षता करेंगे। यह मीटिंग साल में दो बार होती है। पहली जनवरी और दूसरी मई के आखिर में। कार्यकारी बोर्ड का मुख्य काम स्वास्थ्य असेंबली के फैसलों व पॉलिसी तैयार करने के लिए उचित सलाह देने का होता है।
On Monday, the Indian Railways' most powerful 12000 HP Made in India locomotive took its first run between Deen Dayal Upadhaya and Shivpur stations in Uttar Pradesh. Built by French company Alstom under the government's Make in India programme at the Railways' Madhepura factory in Bihar, these engines are the highest-powered locomotives to run on Indian rails. With the dedication of this powerful locomotive, India has now become the sixth country in the world to join an elite club of countries producing the high powerful locomotive. The locomotive has been named as WAG12 with number 60027, a railway official said. The first train, consisting of 118 wagons, using the locomotive departed from Deen Dayal Upadhyaya Station at 2:08 pm for Dhanbad division of East Central Railway. The locomotive is capable of working on railway tracks with conventional OHE lines as well as on Dedicated Freight corridors with high rise OHE lines. The locomotive has air-conditioned driver cabs on either side. The locomotive is equipped with regenerative braking system which provides substantial energy savings during operations. These high horse power locomotives will help to decongest the saturated tracks by improving average speed of freight trains The Madhepura Electric Loco Factory is capable of building 120 locomotives every year. The factory will manufacture 800 such locomotives in the next 11 years. It is expected to create more than 10,000 direct and indirect jobs. The scope also includes setting up of a manufacturing plant at Madhepura (Bihar) for building the e-locos and two maintenance depots at Saharanpur in Uttar Pradesh and Nagpur, Maharashtra.
बता दे कि मध्य प्रदेश के ग्वालियर के इंदरगंज चौराहे के पास एक तीन मंज़िला ईमारत में भीषण आग लग गई। आग की लपटें चंद मिनटों में ही दुकान और मकान में फैल गई। घटना की सूचना मिलते ही फायर ब्रिगेड की गाडियो ने मौके पर पहुंच कर घर से लोगों को रेस्क्यू किया गया। आग की चपेट में आकर 7 लोगों ने अपनी जान गवा दी है तथा 4 गंभीर रूप से घायल हैं। मृतकों में 4 महिलाएं और 3 बच्चियां हैं। आग लगने के कारणों का अभी खुलासा नहीं हुआ है। बताया जा रहा है की बिल्डिंग में स्थित एक ऑयल पेंट की दुकान में भीषण आग लगी थी। आग वहीं से आसपास के इलाकों में फैली। आग पर काबू पाने के लिए सेना की भी मदद ली गई है। मकान में फंसे लोगों को बाहर निकाल लिया गया है। सभी घायलों को अस्पताल में भर्ती कराया गया है। कांग्रेस पार्टी के पूर्व अध्यक्ष राहुल गांधी ने आगजनी की घटना पर शोक जताया है। उन्होंने कहा कि ग्वालियर में भीषण आग लगने से 3 बच्चों और 4 महिलाओं की मौत और अनेक लोगों के घायल होने की खबर से वह आहत हैं। उन्होंने मृतकों के परिवारों के प्रति गहरी संवेदना व्यक्त की और घायलों को जल्दी स्वस्थ होने की कामना की।
कांग्रेस के पूर्व अध्यक्ष राहुल गांधी वीडियो कॉन्फ्रेंसिंग के माध्यम से पत्रकाओ से बातचीत करते हुए केंद्र सरकार से आर्थिक पैकेज पर पुनर्विचार करने का आग्रह किया है। उन्होंने कहा है कि सरकार को लोगों को ब्याज देने के बजाय सीधे उनके खातों में पैसे डालने चाहिए। उनका मानना है कि इस समय लोगों को क़र्ज़ की नहीं बल्कि आर्थिक मदद की जरूरत है। "जो पैकेज होना चाहिए था वो कर्ज का पैकेज नहीं होना चाहिए था। इसको लेकर मेरी निराशा है। आज किसानों, मजदूरों और गरीबों के खाते में सीधे पैसे डालने की जरूरत है। आप कर्ज दीजिए, लेकिन भारत माता को अपने बच्चों के साथ साहूकार का काम नहीं करना चाहिए, सीधे उनकी जेब में पैसा देना चाहिए। इस वक्त गरीबों, किसानों और मजदूरों को कर्ज की जरूरत नहीं, पैसे की जरूरत है।" वह बोले। उन्होंने यह भी कहा कि पैसे नहीं देने के कारण रेटिंग को बताया जा रहा है। यदि वित्तीय घाटा बढ़ जाता है तो बाहर की एजेंसियां हमारे देश की रेटिंग कम कर देंगी। इस पर राहुल गांधी ने कहा कि हमारी रेटिंग मजदूर किसान व छोटे कारोबारियों से बनती है इसलिए सरकार रेटिंग की ना सोच कर उन्हें पैसा दे। उन्होंने सरकार को लॉकडाउन खोलते समय समझदारी और सावधानी से काम लेने को भी कहा। उन्होंने कहा की हमे बुजुर्गों, हृदय, फेफड़े और किडनी के रोग से ग्रसित लोगों की रक्षा करनी चाहिए। राहुल गाँधी ने प्रवसियों को चुनौतीपूर्ण बताते हुए कहा की सड़कों पर चलने वाले लोगों की सभी को मदद करनी है। भाजपा सरकार में है और उसके पास सबसे ज्यादा हथियार हैं। हमें किसी पर अंगुली नहीं उठानी है। हमें मिलकर इस समस्या का समाधान करना है। ये विपक्ष की भी जिम्मेदारी है।
इन दिनों मजदूरों के बेबसी के खबरें दिल को विचलित कर रही है। ऐसे में एक और सड़क हादसे की खबर ने सभी का दिल दहला कर रख दिया है। बीते दिनों मध्य प्रदेश के गुना में सड़क दुर्घटना में 9 मजदूरों की मौत के बाद अब यूपी के औरैया में शनिवार की सुबह दर्दनाक सड़क हादसा पेश आया है। औरैया में फरीदाबाद से 81 मजदूरों को लेकर आ रहे खड़े ट्रॉला में छोटा डीसीएम ने टक्कर मार दी। इस हादसे में 24 मजदूरों की मौके पर ही मौत हो गई, जबकि 35 लोग गंभीर रूप से घायल है। इधर, औरैया सड़क हादसे की समीक्षा करने के बाद यूपी के मुख्यमंत्री योगी आदित्यनाथ ने मृतक के परिजनों को 2 लाख रुपए मुआवजा देने की घोषणा की। वहीं हादसे में गंभीर रूप से घायल हुए लोगों को 50 हजार रुपए देने का ऐलान किया गया। सीएम योगी ने घटना के लिए जिम्मेदार थानाध्यक्षों को तत्काल सस्पेंड करने और सीओ को चेतावनी देने का निर्देश जारी किया है। पुलिस और स्वास्थ्यकर्मी राहत और बचाव कार्य में जुटी है।
On Friday, Union Finance & Corporate Affairs Minister Smt. Nirmala Sitharaman in her press conference announced the 3rd Tranche of measures to strengthen Infrastructure Logistics, Capacity Building, Governance and Administrative Reforms for Agriculture, Fisheries and Food Processing Sectors. Giving details, Smt. Sitharaman said that out of these 11 measures, 8 measures are for improving agricultural infrastructure and 3 measures are for administrative and governance reforms, including removing restrictions on sale and stock limits of farm produce. In her opening remarks, the Union Finance Minister said that two significant Agriculture-related measures were also announced yesterday to support farmers, Rs 30,000 crore as Additional Emergency Working Capital facility through NABARD to enable RRBs and Cooperative Banks extending farm loans for Rabi post-harvest and Kharif expenses. And second was a mission-mode drive to enable Rs 2 lakh crore credit boost to the farm sector by covering 2.5 crore PM-KISAN beneficiaries under Kisan Credit Card Scheme by December 2020. Outlining what the Government has done over the last 2 months, the Finance Minister said that during lockdown period Minimum Support Price (MSP) purchases of amount more than Rs 74,300 crore, PM KISAN fund Transfer of Rs 18,700 crore and PM Fasal Bima Yojana claim payment of Rs 6,400 crore have been made. Further, during Lockdown, Demand of Milk reduced by 20-25%. Accordingly, 560 Lakh litre per day (LLPD) were procured by cooperatives against daily sale of 360 LLPD. Total 111 crore litres of milk extra procured ensuring payment of Rs 4,100 crore. Further, a new scheme to provide interest subvention @2% per annum to dairy cooperatives for 2020-21 has been launched, also providing additional 2% p.a interest subvention on prompt payment/interest servicing. This scheme will unlock Rs 5,000 crore additional liquidity, benefitting 2 crore farmers. For fisheries Sector, all 4 COVID related announcements made on 24th March for fisheries have been implemented. Further, Registration of 242 Registered Shrimp hatcheries and Nauplii Rearing Hatcheries expiring on 31.03.2020 extended for 3 months and Operations of Marine Capture Fisheries and Aquaculture relaxed to cover Inland Fisheries. Smt. Sitharaman said that the announcements made today will provide long-term and sustained impact on lives of farmers, fishermen, food processing micro enterprises. The Finance Minister announced the following measures to strengthen Infrastructure Logistics and Capacity Building for Agriculture, Fisheries and Food Processing Sectors: — Rs 1 lakh crore Agri Infrastructure Fund for farm-gate infrastructure for farmers Financing facility of Rs. 1,00,000 crore will be provided for funding Agriculture Infrastructure Projects at farm-gate & aggregation points (Primary Agricultural Cooperative Societies, Farmers Producer Organizations, Agriculture entrepreneurs, Start-ups, etc.).Impetus for development of farm-gate & aggregation point, affordable and financially viable Post Harvest Management infrastructure. Fund will be created immediately. Rs 10,000 crore scheme for Formalisation of Micro Food Enterprises (MFE) A Scheme promoting vision of Prime Minister Shri Narendra Modi: ‘Vocal for Local with Global outreach’ will be launched to help 2 lakh MFEs who need technical upgradation to attain FSSAI food standards, build brands and marketing. Existing micro food enterprises, Farmer Producer Organisations, Self Help Groups and Cooperatives to be supported. The focus will be on women and SC/ST owned units and those in Aspirational districts and a Cluster based approach (e.g. Mango in UP, Tomato in Karnataka, Chilli in Andhra Pradesh, Orange in Maharashtra etc.) will be followed. Rs 20,000 crore for fisherman through Pradhan Mantri Matsya Sampada Yojana (PMMSY) The Government will launch the PMMSY for integrated, sustainable, inclusive development of marine and inland fisheries. Rs 11,000 crore for activities in Marine, Inland fisheries and Aquaculture and Rs. 9000 crore for Infrastructure - Fishing Harbours, Cold chain, Markets etc shall be provided. Cage Culture, Seaweed farming, Ornamental Fisheries as well as New Fishing Vessels, Traceability, Laboratory Network etc. will be key activities. There will be provisions of Ban Period Support to fishermen (during the period fishing is not permitted), Personal & Boat Insurance.This will lead to Additional Fish Production of 70 lakh tones over 5 years, Employment to over 55 lakh persons and double the exports to Rs 1,00,000 crore. The focus will be on Islands, Himalayan States, North-east and Aspirational Districts. National Animal Disease Control Programme National Animal Disease Control Programme for Foot and Mouth Disease (FMD) and Brucellosis launched with total outlay of Rs. 13,343 crore to ensure 100% vaccination of cattle, buffalo, sheep, goat and pig population (total 53 crore animals) for Foot and Mouth Disease (FMD) and for brucellosis. Till date, 1.5 crore cows & buffaloes tagged and vaccinated. Animal Husbandry Infrastructure Development Fund - Rs. 15,000 crore An Animal Husbandry Infrastructure Development Fund of Rs. 15,000 crore will be set up, with an aim to support private investment in Dairy Processing, value addition and cattle feed infrastructure. Incentives will be given for establishing plants for export of niche products. Promotion of Herbal Cultivation: Outlay of Rs. 4,000 crore The National Medicinal Plants Board (NMPB) has supported 2.25 lakh hectare area under cultivation of medicinal plants. 10,00,000 hectare will be covered under Herbal cultivation in next two years with outlay of Rs. 4,000 crore. This will lead to Rs. 5,000 crore income generation for farmers. There will be network of regional Mandis for Medicinal Plants. NMPB will bring 800-hectare area by developing a corridor of medicinal plants along the banks of Ganga. Beekeeping initiatives – Rs 500 crore Government will implement a scheme for: Infrastructure development related to Integrated Beekeeping Development Centres, Collection, Marketing and Storage Centres, Post Harvest & value Addition facilities etc; Implementation of standards & Developing traceability system Capacity building with thrust on women; Development of quality nucleus stock and bee breeders. This will lead to increase in income for 2 lakh beekeepers and quality honey to consumers. From ‘TOP’ to TOTAL - Rs 500 crore “Operation Greens” run by Ministry of Food Processing Industries (MOFPI) will be extended from tomatoes, onion and potatoes to ALL fruit and vegetables. The Scheme would provide 50% subsidy on transportation from surplus to deficient markets, 50% subsidy on storage, including cold storages and will be launched as pilot for the next 6 months and will be extended and expanded.This will lead to better price realisation to farmers, reduced wastages, affordability of products for consumers. During the press conference, the Union Finance Minister also announced following measures for Governance and Administrative Reforms for Agriculture Sector:- Amendments to Essential Commodities Act to enable better price realisation for farmers The Government will amend Essential Commodities Act. Agriculture food stuffs including cereals, edible oils, oilseeds, pulses, onions and potato shall be deregulated. Stock limit will be imposed under very exceptional circumstances like national calamities, famine with surge in prices. Further, No such stock limit shall apply to processors or value chain participant, subject to their installed capacity or to any exporter subject to the export demand. Agriculture Marketing Reforms to provide marketing choices to farmers A Central law will be formulated to provide - adequate choices to the farmer to sell their produce at remunerative price; barrier free Inter-State Trade; a framework for e-trading of agriculture produce. Agriculture Produce Pricing and Quality Assurance: The Government will finalise a facilitative legal framework to enable farmers to engage with processors, aggregators, large retailers, exporters etc. in a fair and transparent manner. Risk mitigation for farmers, assured returns and quality standardisation shall form integral part of the framework.
