The Government has notified N-95 Masks as an essential commodity under Essential Commodities Act, 1955 by the Government vide Notification dated 13th March 2020. Thus, hoarding, black-marketing of the essential commodity is punishable offence under the Act. To keep check on the hoarding, black-marketing of the essential commodity, NPPA in exercise of the powers conferred under National Disaster Management Act, 2005 had directed all States/ UT Governments to ensure sufficient availability of surgical and protective Masks, Hand Sanitizers and Gloves at prices not exceeding the Maximum Retail Price printed on the pack size vide Orders dated 13th March 2020. Grievances have been received regarding hoarding, black-marketing and differential higher pricing of N-95 Masks in the country. In this context, NPPA has directed State Drug Controllers/Food & Drug Administrations of all State/ UT Governments to take appropriate actions. As reported, raids have been conducted by few SDCs/ FDAs and appropriate action is being taken against the hoarders and black-marketers of the essential commodity. A PIL has also been filed before Hon’ble High Court of Bombay on the plea of bringing price cap on the N-95 Masks by the Government. The Government is striving to ensure uninterrupted supply of N-95 Masks in adequate quantity in the country. For this, the Government is procuring largest chunk of the N-95 Masks directly from the manufacturers/ importers/ suppliers at bulk rates. To address the issue of higher prices of the N-95 Masks, NPPA intervened to bring down the prices. In this regard, in order to ensure availability of N-95 Masks at affordable prices in the country, NPPA issued an Advisory on 21st May 2020 to all the manufacturers/ importers/ suppliers of the N-95 Masks to maintain parity in prices for non-government procurements and to make available the same at reasonable prices. Further, NPPA submitted before Hon’ble High Court of Bombay on the plea of bringing price cap on the N-95 Masks that looking to the mismatch in the demand-supply of N-95 Masks in the country, NPPA advised manufacturers/ importers/ suppliers to bring down the prices voluntarily. Meanwhile NPPA denies the news item appeared in the Times of India today alleging that NPPA approvingly cited a price that is more than three times the government procurement rate for the masks. The Government procurement rate quoted in the news clipping is fallacious, deceptive and misleading. After issuing such an Advisory, major manufacturers/ importers of N-95 Masks have reduced their prices significantly up to 47% leading to availability of N-95 Masks in the country at affordable prices. As reported by the other manufacturers/ importers of N-95 Masks, it is expected that other manufacturers/ importers will follow the advice of the Government and roll down the prices in the larger public interest

In view of the unprecedented circumstances of Covid-19 Union Minister for Human Resource Development Ramesh Pokhriya ‘Nishank advised CBSE to provide an opportunity to all students, who have failed in 9th and 11th to take online/offline tests. Accordingly, CBSE has issued a notification regarding this. CBSE, in their notification writes that the whole country is facing a challenging time due to Covid-19. This is an unprecedented situation. Children are confined at home. Their schools are closed. They are experiencing mental stress and anxiety. Parents are worried about salaries, health of family etc. In this difficult time, children who have not been able to clear school examinations will be even more upset. The queries of such students are constantly being received by CBSE. Queries from parents are also being received continuously. At such a difficult time, all of us will have to make joint efforts to relieve students from stress and to help them to mitigate their anxiety. CBSE, in view of the requests of the parents and students, as a one time measure in extraordinary situation, has decided that all the failed students of 9th and 11th will be provided an opportunity to appear in a school-based test again. Opportunity will be extended to students irrespective of whether their examinations have been completed and the exam results have been released or their exams have not been completed. This facility is to be extended irrespective of number of subjects and attempts. Schools by providing remediation to such students can conduct online / offline / innovative tests and may decide promotion on the basis of this test. This test can be taken in all subjects in which students have failed. Before holding the test, the schools will give sufficient time to the students to prepare. Therefore all schools affiliated to CBSE will provide an opportunity to all the failed students of classes 9th and 11th for all subjects where students have failed. It is once again reiterated that this exemption is to be extended to all the students even if they have been given the opportunity earlier to this notification also. This one-time opportunity is being extended only in current year in view of the unprecedented conditions of Covid-19. This benefit is a one time measure and will not be extended in future.
In a major step towards rapid mass production of the Medical Personal Protective Equipment (PPE) developed by the Indian Navy, a patent has been successfully filed by the Intellectual Property Facilitation Cell (IPFC) of Min of Defence, in association with National Research Development Corporation (NRDC), an enterprise under Min of Science & Technology. The low cost PPE has been developed by a Doctor of Indian Navy, posted at the recently created Innovation Cell at Institute of Naval Medicine (INM), Mumbai. A pilot batch of PPEs has already been produced at Naval Dockyard Mumbai. The PPE developed by the Navy is made of a special fabric which affords high level of protection along with high ‘breathability’ as against other PPEs available in the market and is therefore more suitable for use in hot and humid weather conditions as prevalent in India. The technology has also been tested and validated by ICMR approved Testing Lab. Concerted efforts are now ongoing by a core team of Navy, IPFC and NRDC to commence mass production of this low cost PPE. Eligible firms are being identified by NRDC for taking up licensed production of the PPEs on a fast track. A very significant and urgent requirement in the fight against the Corona Virus is the need to equip our front line health care professionals with comfortable PPEs, which can be produced indigenously at an affordable cost without much capital investment. The firms / start ups interested to take up licensed production may approach cmdnrdc@nrdcindia.com. The team of Innovators from Navy is working in close coordination with IPFC which was set up under Mission Raksha Gyan Shakti. Since its launch in Nov 2018, around 1500 IP assets have been created under Mission Raksha Gyan Shakti.
As a part of steps to make more resources available for Covid-19 relief measures, the President of India, Ram Nath Kovind, after contributing one month’s salary to the PM-CARES Fund in March, has decided to forego 30 percent of his salary for a year. The President has given instructions to the Rashtrapati Bhavan to set an example by economising the expenditure, making optimal usage of resources, and dovetailing the saved money to combat Covid-19 and mitigate the people’s economic plight. In the President’s estimation, this will be a small but significant contribution to realise the government’s vision of making India self-reliant (Atmanirbhar) and energise the nation to take up the challenge to fight the pandemic and continue our journey for development and prosperity simultaneously. The Rashtrapati Bhavan will undertake the following measures to reduce its expenditure: 1. No new capital works will be taken up in FY 2020-21. Only the ongoing works will be completed. 2. Repair and maintenance work will be minimised to only ensure proper upkeep of assets. 3. There will be substantial reduction in the use of office consumables. For instance, the Rashtrapati Bhavan will use e-technology to cut down the use of paper to avoid wastage and make the office eco-friendly. Efforts will be made to save energy and fuel by rationalising their usage. 4. The President has decided to defer purchase of the Presidential Limousine which was to be used for ceremonial occasions. The existing resources of the Rashtrapati Bhavan and the Government will be shared and used for such occasions. 5. The domestic tours and programmes will be substantially reduced in order to follow the social distancing restrictions and minimise the expenditure that such exercises entail. Instead, the President will largely rely on technology to reach out to people. 6. Consumption during ceremonial occasions such as At-Home ceremonies and state banquets will be minimised by taking measures like: a. Keeping smaller guest lists to maintain social distance, b. Lesser usage of flowers and other items for decoration on such occasions, and c. Reducing the food menu to the extent possible. It is estimated that these measures will save nearly 20 percent of the budget of the Rashtrapati Bhavan in the current financial year. Meanwhile, it will be ensured that such austerity measures would have no adverse impact on support given to outsourced/contractual workers. Other activities taken up by the Rashtrapati Bhavan for the welfare of poor people will not be affected either.

Hyderabad based Defence Research and Development Organisation (DRDO) premier lab, Research Centre Imarat (RCI), has developed an automated contactless UVC sanitization cabinet, called Defence Research Ultraviolet Sanitizer (DRUVS). It has been designed to sanitize mobile phones, iPads, laptops, currency notes, cheque leafs, challans, passbooks, paper, envelopes, etc. The DRUVS cabinet is having contactless operation which is very important to contain the spread of virus. The proximity sensor switches, clubbed with drawer opening and closing mechanism, makes its operation automatic and contactless. It provides 360 degree exposure of UVC to the objects placed inside the cabinet. Once the sanitization is done, the system goes in sleep mode hence the operator need not wait or stand near the device. The RCI has also developed an automated UVC currency sanitising device, called NOTESCLEAN. Bundles of currency notes can be sanitised using DRUVS, however disinfection of each currency notes using it will be a time consuming process. For that purpose, a sanitising technique has been developed, where one has to just place the loose currency notes at the input slot of the device. It picks the notes one by one and makes them pass through a series of UVC lamps for complete disinfection.
